NA pass resolution on national target programmes for 2016-2020

The list of national target programmes for 2016-2020 comprises of a programme on new-style rural area building and a programme on sustainable poverty reduction. 

The national target programme on new-style rural area building aims to have half of communes nationwide meet all the criteria by 2020 and all communes fulfilling at least five criteria. 

Initiated by the Vietnamese Government in 2010, the programme sets 19 criteria on socio-economic development, politics and defence, aiming to boost rural development. 

The list of criteria also covers the development of infrastructure, the improvement of production capacities, environmental protection and the promotion of cultural values. 

Under the resolution, total minimum investment for the national target programme on new-style rural area building is 193.1 trillion VND (8.7 billion USD), of which 63.1 trillion VND (2.8 billion USD) will be sourced from the central budget and the rest is to come from the local coffer. 

Meanwhile, the national target programme on sustainable poverty reduction for 2016-2020 aims to see an average drop of 1.0-1.5 percent in the household poverty rate and 4 percent annually in impoverished localities. 

The programme will give priority to poor districts and disadvantaged communes in coastal, island, mountainous and border areas. 

The programme will receive at least 46.1 trillion VND (2.1 billion USD) of investment, of which the State budget is to provide 41.4 trillion VND (1.9 billion USD). 

During the implementation process, the Government is required to seek more financial support for the programmes and mobilise other sources of capital to accelerate the work, the resolution said. 

At the same time, the Government will continue reviewing 21 target programmes as specified in the NA Standing Committee’s Resolution 1023/NQ-UBTVQH13 dated August 28, 2015 with a view to erasing targets and tasks that overlap those stipulated in the two national target programmes. 

The same day, the legislators debated the draft Law on Child Protection, Care and Education (revised) and the draft Referendum Law.

Bills submitted, appraised at parliament’s ongoing sitting

A number of reports and bills were submitted to the ongoing 10th sitting of the 13th National Assembly (NA) on November 12. 

During the day-long plenary session, the deputies approved a draft resolution on investment in the national target programmes from 2016-2020 presented by Deputy Chairman of the NA’s Committee on Financial and Budgetary Affairs Dinh Van Nha.

The draft revised Law on Child Protection, Care and Education submitted by Minister of Labour, Invalids and Social Affairs Pham Thi Hai Chuyen has been verified. 

At the session, 15 deputies gave opinions about the draft Law on Referendum, focusing on such matters as the scope of application, issues on which referenda are needed, eligible voters, the validity of referendum results, and the responsibility of agencies and organisations in holding referenda. 

Minister of Home Affairs Nguyen Thai Binh submitted the draft Law on Associations, which was verified by Chairman of the NA’s Committee on Legal Affairs Phan Trung Ly. 

Regarding the draft Law on professional military personnel and defence workers and officers, legislators spotlighted its name and scope of application; the functions, right and obligations of professional military personnel and defence workers and officers; the recruitment, classification and reshuffle; and policies for the target group. 

On November 13, the deputies are scheduled to scrutinise the draft Law on Belief and Religion and the draft revised Law on Child Protection, Care and Education at group discussions in the morning. 

The draft Law on amending and supplementing tax-related laws and the draft revised Law on import and export duties will be appraised at the afternoon plenary session.
