What are the talents?
They are people who are not just intelligent, but also virtuous.
Your association was established in 2005 and began working this year. Is it too late to carry out your goals?
Our association was founded when the country was on its way to ASEAN Free Trade Area (AFTA) and World Trade Organisation (WTO) integration. Both the world and the country are facing new opportunities and challenges. The world, with its globalisation proccess and the proliferation of the knowledge economy and digital technology makes certain talents key factors in boosting the competitiveness of different countries compared to others. Viet Nam is striving to become a modern industrial country.
Currently, there are challenges that prevent talented people from realising their potential, challenges that also hurt the country’s ability to develop. While many enterprises lack talent, many talented people cannot promote themselves due to an insufficiency of income, facilities and support.
This leads to waste and loss of the intellectuals in the country.
Scientists and managers have established this association to find and support talented people who can work for the government and the Party as well as private enterprises.
Our association will also help to serve the demand for high quality human resources.
So what is your plan to contribute to the human resources of this country?
Our key and long term priority is to establish close contact with relevant organisations. The association must also consult the state and social and cultural organisations to figure out how to train, foster and use human resources. We need to help select talented people for projects.
What have you been doing?
We have established some companies such as the Viet Nam Human and Talent Resource Development Joint Stock Company and the Institute for Human and Talent Resource Development in HCM City. We operated with investors to build our office and the Viet Hung Vocational Training School. We are building the working plan for the 2006-10 period and another plan by 2020.
In the plan, we concentrate on creating a committee to study Vietnamese intellectuals, while at the same time opening conferences on matters relating to talented people of all ages.
Your association works with the contributions of members who are mostly business people. Is there any fear that some will do it for their own ends, not to support the talent?
Our purpose is to unify the scientists and managers who pay special attention to the development of the human and talent resources in this country. Those people want to foster the country to help with larger goals of industrialisation and modernisation. We are a non-profit organisation. We have now 476 members in the whole country, with offices in Ha Noi and HCM City.
We also estimate that we will have more than 1,000 members by the end of this year.
It cannot be denied that there are people who want to take advantage of our association for their own work without contributing to the talent development, but we try to select members with care.
